I hadn't realized this game was quite so old (in terms of the DS launch date). It kind of shows at this point, the artwork seems surprisingly drab for a game featuring Nintendo characters. They're almost washed out.
The game is segmented into "tv episodes" that each take place in a different location. The storyline is mostly nonsensical - Wario is bored, wants to get rich, decides to enter a tv show as a master thief (to steal and get rich), and so on. The most "interesting" thing is that he has a magic wand that allows him to switch disguises - with each disguise giving him a certain ability, power, or bonus. It's actually less interesting that it sounds, to be honest, and I'm not sure that I'll continue playing the game.
The Wario platforming games I'm familiar with (as in, not the microgames versions) were pretty good (if I recall correctly), but this game is actually less about the platforming and more about puzzle solving, back tracking, and mostly inane touch-base minigames.
Now that I think about it, it's the backtracking I'm most annoyed by....
